Kindergarten graduation certificate rumour panics HCMC parents

Parents in HCMC are desperately trying to get a 'kindergarten graduate certificate' as rumours circulate that their children will not be allowed to enter first grade at infant without it. 80 children enrolled in Phong Lan school's summer course Minh, a parent in Binh Hung Hoa A Ward said, "I asked the headmaster at our local school and they said a certificate was required. Now we have to register our child at a public school in two months with a tuition fee of VND1.8 million (USD86)." In Go Vap District, the story is even stranger. A parent said, "My family is poor so we don't want to enrol our child at a kindergarten. But our ward officers said that we needed the receipt to prove that our child had gone to kindergarten, even for just a month is good enough. So we spent VND900,000 (USD43) for one month at a private school. If it's not enough, we just have to wait to enrol next year." In early June, parents in Tan Binh District's Ward 4 were also worried when the officers said only kids who went to kindergarten for at least two months could enrol into the local primary school. But both of the local kindergarten and primary school denied the information. Phong Lan Kindergarten in Binh Tan District is the only school which can provide the certificate, and it is receiving a large number of children. "Most of parents worry that their kids won't be accepted if they don't have the certificate." a teacher at Phong Lan School said. "Parents should ask the primary school officer to make sure such a certificate is necessary." Some rumours said that although private kindergartens can't provide the certificate, they could be bought at VND2-3 million (USD96-143). HCMC is one of ten cities implementing a project to universalise kindergarten education by the end of 2012. The false rumour was believed to have started because of various programmes such as the "Intensive kindergarten class" programme that was being implemented. This included local officials doing door to door visits to introduce kindergarten schools. An officer in Go Vap Ward complained, "The children are losing the chance to play and prepare for their first grade at infant school. Parents are forcing kids to do maths and read and write but aren't letting them enrol at kindergarten. We have no other way other than resorting to threats." The local Department of Education and Training confirmed that a certificate is not required. Four-star Germans blast Greeks to reach Euro semis

Germany booked their place in the last four of Euro 2012 as Joachim Loew's side hammered Greece 4-2 on Friday after dominating their quarter-final. With the Germans in control, the goal they had been threatening came on 39 minutes when Lahm burst through the left side of the Greek defence and fired home from the edge of the area. It was a carbon copy of the goal Lahm scored against Costa Rica, the first of the 2006 World Cup, and his fifth for his country on his 90th appearance. Santos added an extra forward after the break with Sotiris Ninis making way for Fanis Gekas and midfielder Giorgos Fotakis on for defender Giorgos Tzavellas. The switch paid off when Samaras slipped his marker Jerome Boateng to bundle the ball home from the cross of Salpingidis, who outpaced Lahm on the right flank on 55 minutes. But Germany reclaimed the lead thanks to a volley from Real Madrid's Khedira whose late run connected with Boateng's cross to leave Sifakis with no chance. Klose added to his impressive tally with a header from a Ozil free-kick on 68 minutes, while Reus scored the fourth when Klose latched onto Ozil's pass, forcing Sifakis into a save. World\'s top banks hit with Moody\'s downgrade

Moody's said, in essence, that the banks risked massive losses and that they were exposed to the roiling financial crisis and to each other. "All of the banks affected by today's actions have significant exposure to the volatility and risk of outsized losses inherent to capital markets activities," said Greg Bauer, Moody's global banking managing. In total four firms were downgraded by one notch, 10 firms by two notches and one by three notches. Holding companies of a number of the same banks were also downgraded. Credit Suisse faced the largest downgrade, with its rating slashed three levels from Aa1 to A1. Under-pressure US banking giant Morgan Stanley was seen as winning a partial victory by only receiving a two-notch downgrade. Morgan Stanley welcomed the partial reprieve, but nevertheless questioned the Moody's decision. "While Moody's revised ratings are better than its initial guidance of up to three notches, we believe the ratings still do not fully reflect the key strategic actions we have taken in recent years," it said in a statement. Royal Bank of Scotland, which was also downgraded, called the ratings change "backward-looking," saying it did not recognize the "substantial improvements the group has made to its balance sheet, funding and risk profile." Citigroup was similarly unimpressed with the Moody's verdict. "Citi strongly disagrees with Moody's analysis of the banking industry and firmly believes its downgrade of Citi is arbitrary and completely unwarranted." In a jab Citi added that "sophisticated" investors no longer depend heavily on ratings agencies to assess credit risk. Ratings agencies like Moody's were pilloried for failing to predict the cataclysm that engulfed Wall Street and the world beginning in 2008, and Thursday's move was part of a sector-wide effort to tighten up ratings. But even so, the swathe of downgrades amounts to a fresh indictment of the health of the global financial system, which has seen wave after wave of crisis over the last four years. Since the sub-prime crisis banks have seen the value of their assets slump and their access to capital shrink, which has repeatedly forced taxpayers and central banks to step in to provide liquidity. Many governments have been forced to provide bailouts, straining already precarious public finances. On Thursday Spain became the latest to signal a bank bailout. Madrid announced that its crisis-torn banks need up to 62 billion euros ($78 billion) to survive. It is expected to formally ask its eurozone partners for the cash on Friday. The 15 banks downgraded were: Bank of America, Barclays, Citigroup, Credit Suisse, Goldman Sachs, HSBC, JPMorgan Chase, Morgan Stanley, Royal Bank of Scotland, BNP Paribas, Credit Agricole, Deutsche Bank, Royal Bank of Canada, Societe Generale and UBS. Moody's began its review of the banks in February, and the move was widely anticipated, helping to send the Dow Jones Industrial Average sharply lower on Thursday. In a separate announcement, Moody's also downgraded the long-term debt rating of Lloyds TSB by one notch. Vietnam continues with petrol price cuts

The Ministry of Finance has decided to lower petrol prices by VND300-VND700 per litre beginning June 21, the fourth cut so far this year. Retail prices of petrol RON 92 have been cut from VND21,900 to VND21,200 per litre. In addition to the price cuts, the ministry decided to maintain the current contribution to the petroleum price stabilisation fund at VND300 per litre. The decision takes effect from 4pm on June 21. This is the fourth price cut in the domestic market since the beginning of this year, as a result of falling global prices. So far this year, a litre of petrol has dropped VND2,600. Petrol prices were cut by VND650-VND800 per litre on June 7. Prices of petrol A92 in Singapore have continued to decline since early April this year. On June 19, FOB prices for petrol A92 in this market dropped to USD98.5 per barrel from USD101.62 on June 18. Despite rising to USD98.8 per litre, the level remained at its lowest level for the past two years. The Ministry of Finance also decided to raise petroleum import taxes. Vu Hai Minh, owner of hairdresser on Van Cao Street, Ba Dinh District, said that she had to hire extra staff to provide the service to the middle-aged customers. Although the prices are not high, the number of customers has made it profitable. Minh hopes to focus on hair plucking to make up for the decline in demand for other services. Pet care has also been taking off, particularly in the summer as families go on holiday. Prices depend on the the animal's weight; VND90,000 (USD4.28) for an animal weighing 1-10kg, VND130-150,000 (USD6.17.1) for 10-15kg and VND180,0000-200,000 (USD8.57-9.52) any animal over 15kg. Higher fees can be charged for extra care, such as better quality food, daily walks, playgrounds and even air-conditioned rooms. Apple fined $2.29 mln over Australian \'4G\' iPad

Apple was Thursday fined Aus$2.25 million (US$2.29 million) for "deliberately" misleading Australian consumers about the local 4G capability of its next-generation iPad. Justice Mordy Bromberg found that Apple misled people with claims in its advertising implying that the "iPad with WiFi + 4G" could connect with fourth generation cellular networks in Australia, when it could not. The judgement ruled that the company engaged in conduct liable to mislead the public and contravened Australian consumer law. "The conduct concerned was deliberate and very serious," Bromberg said. "It exposed a significant proportion of Australian consumers of tablet devices to a misleading representation." Apple offered in March to refund customers who felt they had been duped, and to publish a clarification about the popular tablet's capabilities. The product is now advertised outside North America as "Wi-Fi + Cellular" -- a change that came into effect on May 12 -- with a clear caveat on its Australian site that "it is not compatible with current Australian 4G LTE and WiMax networks." Earlier this month, the company agreed to settle the case with the Australian Competition and Consumer Commission, which initiated the proceedings. But Bromberg had refused to make an official ruling until he had details on how many iPads had been sold and were returned under the refund offer and further information on Apple's financial position. He said Thursday the risk of contravening Australian consumer law would have been "reasonably obvious" to Apple. "In that context, and in the absence of any other explanation, the facts to which I have just referred suggest that Apple's desire for global uniformity was given a greater priority than the need to ensure compliance with the Australian consumer law," he said. "Conduct of that kind is serious and unacceptable." The iPad was the world's best-selling tablet in the first three months of 2012, outgunning its Android-powered rivals, with sales more than doubling from a year earlier to send Apple's profits soaring. Stricter rules for low-income housing

Purchasers will be required to submit a commitment to occupy their homes along with photos of family members before signing a contract with low income house project developers. Potential buyers or lessees must receive their salary from the State budget and be registered as a temporary or permanent resident in a district in the city of Hanoi. The tighter regulations are aimed to deal with the increasing number of fraud cases in the low-income housing market. During an online forum, the Minister of Construction, Trinh Dinh Dung, said, despite the slump in the real estate market, prices remain out of the reach of many people. The Government is making plans to assist low-income households.
